Cadet Colleges don’t have any Quota specifically. If the candidate is eligible for induction in army then he gets selected, even if he is from some village.

Not necessarily. Some cadet colleges are running with the NOC of PAF education corps too. However you should check general standard of the cadet college to make sure that it improves the students life, instead of ruining it.
